95 Eclipse GSX Starter Relay description and location?

Hanes 'and Chiltons' repair manual describes a starter relay located behind the knee of the passenger side kick panel. The illustration of this component in the manual is less accurate than my daughter could draw and is only 5 and notes the most terrifying of butterflies ever seen. So either this component is found elsewhere or is very different than the drawing illustrates. More of the story. . . When asked in at least two or three auto parts stores (PepBoys & O'Rileys and Auto Zone) have not included this component of starter relay. Curious NO??? Too. . (the end of history) that have replaced the ignition switch, starter motor and battery, but still can not get the car from turning the key to start in the ignition. It starts and runs well, if you turn the key to not (start) and the bridge of the starter solenoid to the battery.

The starter relay (if having a manual transmission) is the space in the fuse block above the pedals. It closes when the clutch pedal is depressed and the switch makes contact. I suggested make sure the battery connections are clean and bright.
